This book discusses the implications of artificial intelligence (AI) on post-COVID-19 international relations. With the decline and fall of U.S. global leadership and the emergence of new powerful actors, as hastened by the global pandemic, new arms are now used in new forms of wars with new players. The balance of power swings between geostrategic interests and those linked to the global governance of virtual space and the race to technological sovereignty. Chapters focus on the challenges imposed by these changes on different parts of the international system—law, governance, diplomacy, international psychological security—and articulate new strategies and ethical policies as possible solutions. The volume is interdisciplinary and will appeal to researchers, students, and professionals across fields interested in the ethics of AI in the international system.

This book explores how New Zealand, a small country almost as far from Western Europe as it is possible to be, assumed political importance in Britain’s accession to the European Community vastly out of proportion to its size, proximity and strategic position. At several points in accession negotiations, the issue of New Zealand’s continued trade with Britain threatened to derail UK Government attempts to join the Community. This issue also interacted with the broader context of the Cold War, economic shocks and decolonisation, materially affecting the terms of entry into the European Community, and altering Britain’s relations with its European partners and the British public’s perceptions of British membership. After entry, New Zealand continued to resurface as a continued source of tension between Britain and an integrating Europe. The role that New Zealand played sheds light on Britain’s attempts to retain global influence after the demise of its formal empire. Contributing to a growing body of research which challenges the traditional historical narratives of British ‘decline’ and colonial ‘independence’ in the second half of the twentieth century, this book fills an important gap in the historiography of Britain following the 1973 enlargement of the European Communities.

British Foreign Policy in former Yugoslavia 1989-1999: Brotherhood and Unity Lost, gives a broad analysis of Britain’s foreign policy during the wars of Yugoslav secessions from 1992 to 1999. Normative approaches to Britain’s foreign policy during this period ‘have tended to place it’ in to two halves. The notion, there was a new morality in Britain’s foreign policy appeared after New Labour‘s election landslide on 1 May 1997. Robin Cook declared shortly after the victory there would be an ‘ethical dimension’ to Labour‘s foreign policy, and this appeared to chart new territory. As a result, this would be a departure from what former US Assistant Secretary of State, James Rubin, believed was the hyper-realism of the traditional British kind under British Prime Minister, John Major. The book includes interviews with key actors, provides new archive material and re-examines claims by the ‘New Orthodoxy’ which became prevalent after 1999.
