Philadelphie. En 1965, deux policiers, Stan Walczak, un Blanc, et George Wildey, un Noir, travaillent sur fond d'émeutes raciales et de trafic de drogue. 1995, Jim, le fils de Stan, lui-même policier, veut résoudre le meurtre de son père. 2015, les deux fils policiers et la fille, bientôt médecin légiste, de Jim tentent d'élucider le mystère qui entoure l'assassinat de leur grand-père.
