This is the telling of the life of organized crime boss, Meyer Lansky, as remembered by him as a very old man who is moving about the world looking for some country that will take him in since the US courts have put out an extradition order for him to stand trial. It tells of a young man growing up in the Jewish ghettos of America's big cities at the turn of the century and of his bright intelligence which he used for moving into crime. "I'm only a gambler," he claimed, "just like most all Americans." When asked by a reporter to comment on the killings that occurred under his leadership he declined, thereby making this film's thrust that of personalities and relationships rather than of acts of violence or the workings of corrupt deeds.

Meyer Lansky est né en 1902. Sa famille fuit les massacres des Juifs en Russie et en Pologne. Elle émigre aux États-Unis. Lansky s'initie aux jeux de rue. Face à l'adversité des bandes, il crée la sienne. En quelques années, Lansky devient un personnage central de la mafia américaine, tout en insistant sur l'idée qu'il ne s'intéresse qu'aux distractions. Autour de lui, la mafia sévit, corrompt, tue, profite de la prostitution, organise les trafics d'alcools, de drogue. Lansky vieillissant tente de fuir la justice américaine. Il demande à bénéficier de la loi du retour pour s'installer en Israël. Mais l'Etat hébreu lui refuse. Arrivé sur le sol américain parce que rejeté des pays où il aura demandé refuge, les charges retenues contre lui n'auraient pas été suffisantes et Lansky meurt en 1983 sans n'avoir jamais séjourné en prison.
